The Bylaws say RR is the Governing Rule of authority. I know he can break a tie but can he create a tie? and therefore cause a motion to fail? I know he can break a tie but can he create a tie? and therefore cause a motion to fail?Yes, the president presiding officer can choose to vote (or choose not to) any time his single vote could make a difference in the outcome, or whenever a vote is taken by ballot.
