tape recording an executive board meeting

The body which is meeting has the authority to control its hall which would include whether the meeting is to be recorded. So first, only members of the body which is meeting have any rights under RONR (even if he is an Association member he would be considered a nonmember if he wasn't a Board member as well). Second, even if he was a Board member he would have to seek permission to record the meeting. As for if it is "legal" you would need to ask a lawyer.
