jstackpo Posted July 12, 2012 at 08:59 PM Report Share Posted July 12, 2012 at 08:59 PM Yes -- when the newbie became a council member, he gained all the rights of a member, including the right to vote on whatever the council took up for consideration.Suppose the answer to your question was "no" -- after a few years of turnover of council membership ("Throw the rascals out!") nothing from the past could EVER be changed!
