Guest Concerned Member Posted July 17, 2012 at 06:46 PM Report Share Posted July 17, 2012 at 06:46 PM When the president of our organization is presiding over a general membership meeting, can she express her opinon during a discussion simply by taking her turn, or does she need to turn the meeting over to someone else, or...? jstackpo Posted July 17, 2012 at 07:07 PM Report Share Posted July 17, 2012 at 07:07 PM She should remain impartial at all times, by not so much as even rolling her eyes, during discussions of motions.Should she fell she absolutely HAD to put her $0.02 worth in on a particular issue (to be fair, she could know facts that others don't) she should step down from presiding and give the job to the vice-president until the issue was finally disposed of.The idea is to be (or at least look) fair on all sides of any questions. Guest Guest Posted July 17, 2012 at 07:42 PM Report Share Posted July 17, 2012 at 07:42 PM Thank you for the information. Can you tell me if this is required under RR or if it is simply recommended?
jstackpo Posted July 17, 2012 at 07:48 PM Report Share Posted July 17, 2012 at 07:48 PM It is a "should" rule -- see p. 448 ff. But it is a highly advisable rule to follow if you want to avoid chaos, or accusations of partiality (loading the dice, picking favorites to debate, &c.) on the part of the chairman. Tim Wynn Posted July 17, 2012 at 10:00 PM Report Share Posted July 17, 2012 at 10:00 PM She should remain impartial at all times . . .She should maintain the APPEARANCE of impartiality. A truly impartial member is hard to find. The idea is to be (or at least look) fair on all sides of any questions. She should always BE fair in presiding, along with looking the part. Tim Wynn Posted July 17, 2012 at 10:31 PM Report Share Posted July 17, 2012 at 10:31 PM Thank you for the information. Can you tell me if this is required under RR or if it is simply recommended? It's required. ". . . the impartiality REQUIRED of the chair in an assembly precludes his exercising these rights while he is presiding." - RONR (11th ed.), p. 349, ll. 26-29, emphasis added.
