un-tabling a proposal

the setting is a condo association quarterly meeting. A proposal/motion was raised to the unit owners to re-grade an area between buildings. The proposal was moved and seconded and discussion ensued. The board president then wanted more time for the board to consider the proposal and asked if the motion could be tabled. it was agreed to do so.

At the subsequent board meeting, the president again tabled the above motion, in favor of another issue.

the question is, then, can this motion/ proposal be taken off the table at any time during the next owners meeting? Ie...just after the start of the meeting?

Yes it can. Or more properly it should come up automatically right after officer's and committee reports, if any.

The whole business involves a misunderstanding of "table", however; the proper term for what happened is "postpone". The grading motion was postponed from one meeting to the next (twice). Read up on "postpone": RONR, p. 179 ff. or RONRIB, p. 52 ff.
