Error made at meeting

An error was made at the last meeting regarding a change in someones vote from a previous meeting. The pesident allowed the person to change his vote and a new motion was made and seconded. The discovered their errror a couple days later and rescinded the new motion.Do they have the right to rescind the motion,

I'm not sure what you mean by a change in someone's vote from a previous meeting, but it doesn't sound proper.

Then, you say a new motion is made, and an error is discovered. What was the error?

As for rescinding an adopted motion, this is something the assembly can do, but not something within the control of a single member. See RONR (11th ed.), section 35, for the details.

A member voted no on a motion at the june meeting and the motion failed. At the July meeting the member said he wanted to change his vote to yes. The president allow that to happen not realizing that couldn't be done.

A new motion was proposed and seconded and approved.

The next day or 2 the board members realize the error in allowing the member to change his vote and disallowed the new motion.

The motion dealt with membership.

June not voted in, July after the change voted in, July 31 membership removed because of "mistake" discovered.

A the motion that was lost in June can be renewed at the next session, and it sounds like that's exactly what happened.
