There is no additional information available then there was at the previous meeting. The person requesting the topic be reopened disagreed with the decision made at that time. There are three exceptions, which boil down to, well, you can't if it can't be undone. But that is an oversimplification, so look at the paragraph or two -- it was p. 308 a couple of minutes ago, but I can't look it up again right now, so it's at least around there.
