Under the rules in RONR, every member is entitled to speak to each motion twice in a single day. If any member (who has not exhausted his right to speak in debate) seeks the floor, it is improper to put the vote on the motion.In order to close debate and vote immediately, a member must obtain the floor, move the Previous Question (which requires a second), and then the assembly must adopt the Previous Question with a two-thirds vote.
