Is it true, according to RONR, that if the mover of a motion speaks a second time to the motion, then the debate and discussion is closed AND NO ONE ELSE CAN SPEAK TO THE MOTION, AND the presiding officer (chairman) must immediately call for a vote on the Question.

Debate is not automatically closed when the member who makes a motion speaks to his motion in debate the second time. Under the rules in RONR, every member is entitled to speak to each motion twice in a single day. If any member (who has not exhausted his right to speak in debate) seeks the floor, it is improper to put the vote on the motion.

In order to close debate and vote immediately, a member must obtain the floor, move the Previous Question (which requires a second), and then the assembly must adopt the Previous Question with a two-thirds vote.
