Making a statement "for the record"

In a meeting of the Board of Directors for a club, is it permissible for one member to make a statement "For the record" i.e. a statement that is to appear in the meeting minutes even though no motion was made? The member stated that he wanted the statement to appear in the minutes and then read a prepared statement.

No member has a right under RONR to make a statement "for the record" and have it go into the minutes. However, the member can make a request that the statement be entered in the minutes and if the assembly by majority vote agrees to it then the statement is in but if the assembly doesn't agree then the statement is out.
