Guest SLA FROM PA Posted September 1, 2012 at 11:32 PM Report Share Posted September 1, 2012 at 11:32 PM AT ANY TIME CAN AN INFORMAL MEETING WITH BOARD MEMBERS TURN INTO AN EXECUTIVE SESSION. WITHOUT COMING FROM A PUBLIC SESSION OR PUBLIC ADVANCED NOTICE THAT SUCH A MEETING WAS PLANNED? I RECENTLY CAME ACROSS A MEETING IN THE BOARD ROOM WITH 5 MEMBER AND THE SUPERINTENDENT PRESENT. WHEN I ASKED IF THIS WAS PUBLIC THEY CONFIRMED NO THIS WAS AN EMERGENCY EXECUTIVE SESSION, IN WHICH NO PREVIOUS NOTICE TO THE PUBLIC DOES NOT HAVE TO BE GIVEN. I LEFT BUT CALLED THE OTHER 4 BOARD MEMBERS WHO SAID THEIR EMAIL WAS THAT THE MEETING WAS AN INFORMAL MEETING JUST TO GATHER INFORMATION.CAN ANYONE HELP ME UNDERSTAND THE PROPER PROCEDURES? That being said, there is no such creature as an "informal meeting" under RONR. However, it sounds like this Board might be subject to some sort of open meeting law in which case you should ask a lawyer what they can and can't do.
