I believe the appropriate action would be to censure him but I am not sure.Is censure grounds for removal from office? He is the Vice-Chair. I suppose so. But why not skip the censure and simply (?) remove him from office. Or forget about removal from office and just censure him.As advised, see FAQ #20.
