Do financial statments need to be approved by a motion and vote?

If you are thinking of the typical monthly treasurer's report (?), not only does it not need to be approved, but it is actually improper to vote to approve such a report. It is a report, and the assembly receives it (e.g. listens to it). Receiving a report does not automatically imply that the assembly certifies that every detail of the report is correct (it might not be). See RONR (11th ed.) p. 479 ll. 5-9 for further explanation.

If you're asking about the proper method of approving anything, yes a vote is required, unless it is handled by unanimous consent.

No. A vote is necessary

A budget is something that is adopted (perhaps after amendment), usually by the membership. It deals with spending the association's money so the association decides how to spend it.
