It is a report, and the assembly receives it (e.g. listens to it). Receiving a report does not automatically imply that the assembly certifies that every detail of the report is correct (it might not be). See RONR (11th ed.) p. 479 ll. 5-9 for further explanation.Or did you have some other type of financial statement in mind? Probably the same answer, but more details might help...
