Break Out Sessions

My understanding is that a meeting is for business, not for brain-storming break-out sessions. I am in a situation where an official meeting is being used for break-out sessions. What would be more appropriate is having a motion to consider a topic/issue by forming a committee which will meet over a period of time and come back to the main meeting with recommendations for a motion. Is there a specific spot in Roberts Rules of Order that addresses something like this?
