Standing Rules v. Rules of order

I understand that standing rules are administrative, and rules of order are parliamentary rules. The organization wishes to adopt a rule permitting a two minute time limit for debate, and permitting each member one turn to speak to each motion. Is this considered a standing rule or rule of order?

Rules of debate during a meeting are clearly in the nature of rules of order.
