stop an action by board

it has come to the attention of member of the association that stuff is going to be done without meeting and its being rushed to be done before the next scheduled meeting.

we have asked different board member if any talks have been done and the answer is no.

topic: to raise a building rather then replace a portion of the roof and use the building which is very sound.

how can we appeal a choice of the board on action be rushed to get done before the next meeting?

The first question is if the Board has the authority to do what they are proposing to do? If they don't then they should be warned off of taking this action because they don't have the authority to do it. If they do have the authority then the Membership is pretty much stuck with having to Rescind any portion of the motion the Board adopted that hasn't been fully executed when the Membership meets unless the bylaws provide for the calling of a Special Meeting of the Membership in which case the Membership can most likely take the matter out of the Board's hands. See Official Interpretations 2006-12 & 13 for details.

I assume you're talking about razing the building (rather than raising it). In that case, some members may want to guard the place while you figure out what action (legal and/or parliamentary) you need to take  . [That suggestion isn't from RONR, of course...]

Before the next meeting of the general membership? Or do you mean that the board members themselves are making decisions without meeting?

What 'talks' do you have in mind? Do your bylaws require involvement of the general membership in making decisions of this magnitude?
