A tie is not a majority in favor.
David A Foulkes Posted November 17, 2012 at 11:00 PM Report Share Posted November 17, 2012 at 11:00 PM If a motion is vote a tie 5 - 5 and the presiding officer refrains from voting, what status does that leave the motion? The four voting threshold required to adopt a motion RONR most often references are majority vote, 2/3 vote, majority of members present, and majority of entire membership. A tie vote satisfies none of those, and thus the motion is defeated. A 5-5 vote defeats a motion as much as a 0-10 vote would. There is no need to "break the tie", unless your rules say otherwise.
