Can a chairman limit the scope of public comment to the only candidate being considered for radification for a position?The assembly would control the parameters of comments by nonmembers, unless the rules provide otherwise. Any member (including the one cut off) with a second can Appeal the ruling, however, in which case the Appeal is decided immediately without debate.
