Elections obviously cannot take place unless there is a meeting in which to hold the election.So... positing that the bylaws contain no "special meeting" provisions, do not grant the board "full power", and, say, have only one (annual) meeting per year, can the association fill a vacancy (before the next annual meeting) under RONR's default rules?
