The presiding officer rules should apply to the VP ( e.g., do not participate in debate and vote only if by ballot or if vote can affect the outcome). Can he vote on the question?Well, he can't "step down" as a member of the board. He could resign, or just leave the room, or remain but abstain from voting, or remain and vote.
