If Board president gives gavel to VP to bring charges against a member in a trial, can he still vote on the question as a Board member?

If a Board President is a complainant against an association member in a trial to be brought before and decided by the Board, he will turn the gavel over to the First VP to preside. The presiding officer rules should apply to the VP ( e.g., do not participate in debate and vote only if by ballot or if vote can affect the outcome). The question is does the president step down as the presiding officer only or as a member of the Board? Can he vote on the question?

Well, he can't "step down" as a member of the board. He could resign, or just leave the room, or remain but abstain from voting, or remain and vote. I would think he'd remain and vote (though, of course, he'd be free to abstain).
