Chairman's authority

A public hearing was recently held by our School Board. After the Chairman had ended the meeting with his "thank you and goodnight", several parents continued to ask questions as they were standing up to leave. Several School Board members, who were still on stage with their microphones, had an informal dialogue with those parents. When one particular Board member tried to ask a question of the small parent gathering, she was accused by fellow Board members of asking an "inappropriate" question (meaning off-topic, in their opinion). The question was actually very timely and appropriate.

My question: When a meeting has obviously ended, does a Chairman have the authority to call someone down, limit what they can say, etc.?
