If the president has the power to appoint all committees (which would be found in the bylaws) that means the power to name the members as well as the chair. Co-chairs are not permitted, unless your bylaws authorize such things. I believe the vast majority of us here would advise against it.

But if co-chairs are allowed in your bylaws, and the president has the power to appoint, then he would name both.

Note well that the power to appoint committees does not include the power to establish new committees.

And if the the bylaws are silent or make no provision which prohibits, the resolution offered to form the committee, may also, in individual instances, authorize that the assembly's chair appoint it.
