Co-chairs are not permitted, unless your bylaws authorize such things. I believe the vast majority of us here would advise against it.But if co-chairs are allowed in your bylaws, and the president has the power to appoint, then he would name both.Note well that the power to appoint committees does not include the power to establish new committees.
