Question regarding membership voting and By-Laws

Our Club adopted a new Constitution and By-Laws this year. In the previous By-Laws all members had voting privileges. In the new By-Laws voting is restricted to members in the US and it's possessions. Our Club has foreign members, all of whom joined under the old By-Laws. Can the Board make a motion to grandfather in the current foreign members regarding voting privileges or would this require a By-Laws change?

To alter the effect of the bylaws would normally require an amendment to the bylaws. It is unlikely that your board would have the power to "grandfather" members in some way as to make them no longer subject to the current bylaws.

It would require a bylaws change.
