Assuming RONR (11th edn) has been adopted with the text “The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the Department in all cases to which they are applicable and in which they are not inconsistent with published Department procedures and any special rules of order the Department may adopt” and there are no bylaws.

Can the chair make decisions for the Department without calling a meeting? RONR does state that boards can only transact business in a regular or properly called meeting (page 486). What about the entire Assembly? Can it only transact business in a regular or properly called meeting?

Only if your organization has authorized your chair to do so.

Yes, otherwise it's not acting as the assembly (since it's not assembled).

No, unless authorized by your rules or by the assembly. See RONR, 11th ed., pgs. 456-457.
