Is it acceptable according to Roberts Rules of Order (11th Edition) for the same person to hold 2 offices (president and financial secretary) on a church council? Please provide location in Roberts Rules to show where this is acceptable or not acceptable. Further, when discussion concerning this issue was brought to the council mtg for discussion, the president wanted the council member's comments "expunged" from the minutes of the council meeting which was done so by a motion (and second) from two other council members. Is this ethical? If so, please provide location in Roberts Rules to show where this is acceptable or not. Thank you!!

No rule in RONR prohibits it.

Discussion does not belong in the minutes. In any event, when the minutes are presented for approval (typically at the next meeting), it's up to the assembly as a whole, not any one member, to determine their contents. See pp.468-475 for more on minutes.

Yes, since RONR leaves it up to the organization to determine which members can serve in which offices.

Please provide location in Roberts Rules to show where this is acceptable or not acceptable.

Yes, but that doesn't change the one-person-one-vote rule. Wearing two hats does not make you two people. The Presiding Financial Secretary gets only one vote, and probably should not exercise it while presiding.

Comments aren't included in minutes anyway. Minutes are a record of what was done, not what was said.

Expunging is a recognized parliamentary tool, but it takes more than a motion and a second to accomplish it. It takes a majority vote of the <council>. And expunging only means drawing a line through the text (so that is still readable) and putting an "Expunged" notation next to it. So it really doesn't accomplish what your president apparently thinks it does. A little knowledge is a dangerous thing.

Well, that's what RONR, peculiarly, means by it but I doubt that's what the president meant by it. Just as when someone asks if a certain question can be "reconsidered". Or if the reading of the minutes can be "dispensed with".
