Who "replaces a President if only the Secretary and Treasurer are left?

Our council has had everyone resign except for the Secretary and Treasurer (which is me) and we don't 'know how to replace the President'?

Check what your Bylaws say about filling vacancies. If they're silent, then the vacancy is filled by the same body which elected the position to begin with.

Does the Secretary automatically fill that position?

No, unless your Bylaws so provide.

Perhaps Judith Lee is thinking of the Secretary in the role of chair pro tempore?

Chairman pro tem RONR (11th ed.), pp. 395, 452-454.

Secretary as chairman pro tem RONR (11th ed.), p. 459, 11. 29-31. (Secretary as chairman pro tem in absence of President and Vice President.)

It's true that the Secretary would call the meeting to order in the absence of the President and Vice President and preside until the assembly elects a Chairman Pro Tempore.

Based on the previous post on this question, however, it seems some members are suggesting that the Secretary automatically becomes President, period.
