"Special" General meeting

Our by-laws state "The Annual meeting will be held in the month of November each year.... Special meetings may be called by the Council or upon the written request of 25 members..."

25 members have requested what amounts to a General Meeting, with an agenda of "Any and all matters relating to the operations and management of our [organization] and it's assets or its affiliations."

There is much resistance to providing a specific agenda of motions to be brought, with the argument that the above is sufficient.

My questions is whether we can schedule a special "annual meeting" that would allow any topics to be brought from the floor.

No. The call of the meeting must be specific, and business must be limited to the specific items noted in the call.
