A Straw Vote?

Our Association's By-Laws state that: "RONR, shall govern where applicable and not inconsistent with these By-Laws."

The By-Laws assign the authority over committees to the Vice-President. The VP desires to remove a controversial Chairperson from a committee which has a large (vocal) number of both proponents and opponents. Being that this committee has been run by this Chairperson since its inception for nearly five years in a fashion that made it virtually autonomous from the Board, the President believes that a vote should be taken on the fate of the Chairperson and/or committee at the next General Meeting. As the By-Laws grants authority over committees to the VP, wouldn't this vote be nothing more than a straw vote, which RONR eschews and considers non-binding?

You would need to look to the bylaws to see for sure but if the VP has absolute control over who serves on the committees such a motion regarding the fate of the Committee Chair should be ruled out of order because it would be infringing on the VP's authority (but again check those bylaws). Since it is the President who wants this vote a member should be prepared to raise a Point of Order and Appeal any adverse ruling if necessary. See RONR pp. 247-260 for details.
