Distributing draft minutes

Our society (which is governed by RONR) has recently started distributing draft copies of the minutes from the previous board meeting (which are monthly) to the board members, prior to the next scheduled board meeting for review. The board members bring their copies, along with corrections (if any) to the next board meeting.

Since this procedure is new for us (distribution of draft) I was wondering how this process would relate to the minutes from our general membership meetings (which are held quarterly.) I doubt we will make efforts to distribute the minutes from the general membership meeting to all our general members (prior to the next meeting, for review) so would it be proper to distribute the general membership meeting minutes solely to the board members? This seems like it would be odd.

And keep in mind that if some, or even all, board members show up at a meeting of the general membership, that doesn't mean The Board is present. The board, as a board, is only present at meetings of the board. At meetings of the general membership the board members are just members of the association. They check their board member hats at the door. Better yet, they leave them at home.
