Who actually creates and appoints committees, the President or the Board? Section I -- President: The President shall be the chief officer of the Association, preside at all general and board meetings, and shall create and appoint members to committees. Section I -- Nominating Committee: The President shall appoint a Nominating Committee of three (3) regular members, which shall meet prior to the May general meeting of each year, and whose duties will be to make nominations.
