Who has the authority to call this committee to a meeting for the purpose of electing a new chair? Our bylaws are silent on this and I did not find this in the relevant section of RONR. Or was the position appointed by another group? The power to appoint/elect a Chairman comes with the power to fill a vacancy. Other then that, any two members can call a meeting. Any two members of the committee may call a meeting of the committee (RONR, 11th ed., pg. 499, lines 21-23). As noted, the committee doesn't necessarily have the authority to elect its own chairman, but if not, it could certainly elect a Chairman Pro Tempore in the meantime.
