how is a intense disagreement handled?

The Chair should be well versed in the rules and be able to handle conflict between strong personalities in a professional manner.  Also, decorum should be maintained at all times such as directing any comments to the Chair as opposed to the other members and do not attack the other members' motives (RONR pp. 391-394).  But most importantly the members should keep in mind that everyone is entitled to their opinions and if they listen dispassionately to what the others say they may realize that the other side make good points as well.

 

To quote one of our great thinkers "No matter how flat a pancake, it still has two sides"

Is there any way to prevent rudeness and malicious innuendos directed at condo board members by members of the association at meetings and in private interactions? 

 

Well, there is no way to prevent someone else from doing something (we can't control the actions of others).  However, if the misbehavior takes place in the confines of a meeting you should read RONR pp. 645-648 if the perpetrator is a member of the body which is meeting and pp. 648-649 if he is not a member of the body which is meeting.  If this misbehavior takes place outside of the meeting check your bylaws regarding disciplinary options.
