That being said, I am not quite sure I understand your question. But, if you are asking if someone can be on a committee and vote to recommend a matter to the Membership and then as a member of the Membership vote on the matter again the answer is yes because the Committee and Membership are two separate bodies. That is, he could vote in favor of the committee's report as a member of the committee and then against the committee's recommendation as a member of the general assembly.
