Announcing Ballot Results

Homeowners Association President has history of announcing the winner of a written ballot without numbers to substantiate. We have an amendment to the budget to be voted on by written ballot including many proxyies that may legitimately have more than one vote allowed , how do we call for the number of yeas and nays? Can we challenge the count by calling "Division".

"Division" doesn't apply to (counted) ballot votes.

But the minutes are supposed to include ALL counted votes, so show your president p. 470, lines 29-30.  Since they will be in the minutes, he might as well announce the numerical results at the meeting.  Or adopt a Special Rules of Order requiring him to do so.

No, you should raise a Point of Order. Followed by an Appeal, if necessary.

Also keep in mind that proxies are only permitted if authorized by your bylaws.

A special rule of order is not necessary. RONR already requires the teller's report to be read at the meeting. Twice. (RONR, 11th ed., pgs. 417, lines 19-20; pg. 418, lines 21-23).
