And only one of the "No" voters is entitled to move for reconsideration. However, I suspect that the time limits for moving reconsideration have long been exceeded. Since the motion was defeated, any member, whether he voted "Yes" or "No" (or abstained, or wasn't even at the meeting) originally, may move the same motion again at the next meeting/session.
