Reconsideration of a motion that died in a tie vote

Are the parties that opposed a motion that died on a tie vote considered the prevailing parties for the purposes of moving reconsideration of the motion, or can a supporter of the motion also move its reconsideration?

Since a tie defeats a motion, the "No" voters were on the prevailing (winning) side.  And only one of the "No" voters is entitled to move for reconsideration.

 

However, I suspect that the time limits for moving reconsideration have long been exceeded.   Since the motion was defeated, any member, whether he voted "Yes" or "No" (or abstained, or wasn't even at the meeting) originally,  may move the same motion again at the next meeting/session.  No need for "reconsideration".
