The motion "that the Chairman shall step down" will have no effect unless the bylaws give the organization to remove the chairman with just a majority vote or unless the chairman decides to agree with your request and then steps down voluntarily. The chairman should declare that any motion having no effect is dilatory and is therefore out of order. See p653-4.
