No, As noted, a moderator should not participate in debate. If the moderator is not even a member, he does not have the right to participate in debate. Can they also tell the members that there will be no questions asked of a particular topic? No. As for instructing members on keeping their comments to the topic being discussed, that is very much part of his job. Yeah, but that wasn't what the OP asked. For example, explaining the effect of a pending bylaw amendment. Also, there may be questions that are dilatory (and I have seen that), keeping in mind "Jacobs' Rule of Dilatory Motions."
