No, the president has no authority to appoint an executive assistant and any person so appointed is not a member of the board and has no voting rights.   Note:  The president can ask anyone he wants to to help him with various things, but this is an informal arrangement between the president and his unofficial assistant and conveys no special rights or privileges on the assistant.

Our board is made up of 7 elected officers and 3 appointed officer (treasurer,recording secretary, legal counsel). Each officer have specific duties that they are required to perform to benefit the organization. Our President decided to appoint an executive assistance the question is does this person have voting privileges.

No. Your bylaws provide that the "board is made up of 7 elected officers and 3 appointed officer (treasurer,recording secretary, legal counsel)". The "Executive Assistant" is not part of this list, and is therefore not a member of the board and has none of the rights associated with board membership.

Well, it may well be that the bylaws authorize the President to appoint an Executive Assistant, although it is certainly true that nothing in RONR gives the President this authority. In any event, I concur that this person is not a member of the board and has no voting rights.
