Should the validation process be observed and should the ballots be kept secure till the day of counting? What would be the correct way to conduct the vote from receiving them in the mail till counting the votes.Thank you Raymond Liebold email Thcarman1@aol.com. We rule under Roberts rule in our HOA. Your bylaws should specify who is supposed to receive them and if received by mail, they should be unopened or kept private until they are counted. Is an employee of the HOA to count the ballots? Have tellers been named to count the ballots? Are they to be counted at a meeting? Here is what RONR says on page 425 about maintaining the sanctity of the ballots prior to counting: "The person designated as addressee for the returned ballots should hold them in the outer envelopes for delivery, unopened, at the meeting of the tellers where the votes are to be counted."
