Annual General Meeting

The vice president should chair the meeting.  The fact that he is a candidate is not relevant.  It is his duty to preside in the absence of the president unless you have a rule to the contrary.

 

If he chooses not to chair the meeting, then the assembly can elect a chairman pro tem to preside for all or part of that meeting.
