I live in a condo association and have a home in a homeowners association.  Both are ran completely different.  The condo board says members can speak at the beginning of the meeting under "Discussion by Members on Agenda Topics (only). and then can speak at the end under "Additional Comments by Board and Members.  Is this true?  The president asks after each report if there are questions but he states that he is asking the board if they have questions.  He states that members are not allowed to participate except in the 2 above mentioned agenda items.

Louise, are you referring to board meetings or meetings of the general membership?  There is usually a big difference between the rights of association members at general membership meetings versus board meetings.  The members may not have any rights at all at board meetings.   It is important for us to know what type meetings you are referring to. 

 

With that in mind, what do the two different sets of bylaws say about members speaking at whichever type meetings it is you are asking about?  What about other rules?   Each association is free to have its own rules (including bylaws) subject to any applicable provisions of state law.

 

The answer to your questions will likely be found in your own bylaws and association rules.
