Any committee appointment may be terminated by a majority vote of the full membership of the Board upon written notice to the appointee; and the Board may appoint successors to those persons whose service has been terminated.By full membership of the board, is that indicating the entire board no matter what the quorom count may be?

Of course not; the full membership is the count of all members, present or not. But there's a wrinkle: a majority vote is not the same thing as a vote of the majority of members. Your board will have to interpret that one.
