Willie Watson Posted July 25, 2016 at 09:11 PM Report Share Posted July 25, 2016 at 09:11 PM Our scholarship committee is supposed to be a special committee. However, they reports every year at our annual meeting and have been doing so for ten years and are expected to report every year in the foreseeable future. They have never gone out of existence. I think we should amend the standing committee section of our bylaws and make this committee a standing committee. However, couldn’t it rise and report at the annual meeting each year and then be recreated several months later as a special committee with the same name and even same members. This way they would not have to be enumerated in the Bylaws.
jstackpo Posted July 25, 2016 at 09:21 PM Report Share Posted July 25, 2016 at 09:21 PM Either route would work OK, but for documentation's sake (when you hand a copy of the bylaws to each new member - you do, don't you? - and the newbie avidly reads them (yeah, right) ) it would probably be best to put the committee in the bylaws, especially since it deals with money. That way, if someone forgets about the committee some year, it will be in the permanent records.

It may not be necessary to amend your bylaws if your bylaws authorize the establishment of standing committees other than those named in the bylaws. Sadly, our bylaws states the number of standing committees for the organization and enumerates them by name in the standing committee section of our bylaws. It does not authorize any other standing committees to be created other than those that are enumerated and named in that section of our bylaws. Our President, our Executive committee, and our Assembly may create special committees. So I take it that you believe that we should not let this committee just rise and report at the annual meeting and let the President recreate it a few months later each year. We are trying to avoid amending the bylaws by adding another standing committee!
jstackpo Posted July 25, 2016 at 10:45 PM Report Share Posted July 25, 2016 at 10:45 PM Well, you could amend the bylaws to allow for the establishment of additional Standing Committees as needed. These would not appear in the bylaws, but should be documented somewhere, somehow, and given to all members (new or old) along with the bylaws.
