What happens is, whatever happens when a contract renewal is DEFEATED.

You don't treat this situation any differently just because the defeat came in the form of a tie vote. -- A tie represents rejection of the proposition.

Whatever normally happens when a motion to renew a contract fails to get a majority vote.  The motion did not "die"; it was rejected.
