Unless somehow qualified, such as requiring a vote of two thirds of the members present, vote outcomes are based on the number of members present and voting, ignoting abstentions. A vote of 26 to 15 is not a two thirds vote. The easy way to know if you have a two thirds vote is that there must be at least twice as many yes votes as no votes. Since 15 people voted no, you would need at least 30 votes to have a two thirds vote.
