private meetings among executive members

I am having a problem on the executive board I serve on with members having private conversations amongst themselves (most likely via texts, email, facebooks), then having discussions which I am privy to as well. I can tell that I am not getting the full picture of what is going on and why someone is angry. I have asked for clarification but get no response. Is this violating some meeting rule? It seems to me that anything pertinent that is discussed should be discussed with the full board.

I agree with JJ. Neither RONR nor any other parliamentary authority that I am familiar with prohibits private discussions among members outside of s meeting .... unless the members engaging in those discussions think that they can make decisions in those discussions that are binding on the organization. 

Note: if this is a "public body" of some sort, there might be statutory restrictions in your state's open meetings laws (sunshine laws) that prohibit some discussions of this sort.
