Under RONR, 11th ed., nothing prohibits the application of the motion Amend Something Previously Adopted to minutes. If your question is with regard to a municipal or governmental body, ask an attorney.

Agreeing with Steve Britton, minutes may be amended at any time, even years after the fact, by using the motion to amend something previously adopted.

Also, there is no limit on the number of times they may be amended.
