Guest SAA Posted October 24, 2018 at 11:57 PM Report Share Posted October 24, 2018 at 11:57 PM While an amendment was pending a member moved the "previous question on the main motion" which carried . The amendment was then said to be pending by the Chair , and debate was called for , allowed ,and made . The amendment carried . The Chair then called for the vote and declined to allow any further debate based on the carriage of previous question . Was this correct (?) , may the impact of carried "previous question" skip over pending subsidiary motions ( eg. amendment , postpone , etc) if the motion maker offers the motion in that context . Thanks
Guest Who's Coming to Dinner Posted October 25, 2018 at 12:18 AM Report Share Posted October 25, 2018 at 12:18 AM The Previous Question must be moved on all pending motions or on a series beginning with the immediately pending question. In your scenario, the chair should have rejected the Previous Question on the main motion while an amendment was pending.
Richard Brown Posted October 25, 2018 at 01:37 AM Report Share Posted October 25, 2018 at 01:37 AM The previous question could have been moved and ordered on the pending amendment (which was the immediately pending question) or on all pending motions, but not on. just the main motion. The chair should have ruled it out of order unless the mover made it to apply to all pending questions. If it applied to all pending questions, it would have cut off debate on both the pending amendment and the main motion.

Thanks I agree with my colleagues who pointed out the error with the motion. However, as no Point of Order was apparently raised at the time, the chair's ruling stands. And yes, even when properly made and adopted the Previous Question takes precedence over motions to postpone or amend. But it does not have the effect of skipping over pending motions, but rather of bringing them to an immediate vote.
