However, it would come up under New Business. There is no such thing as "old business" under RONR. If it gets support, then the rule changes, Yes, if it's adopted you can't keep making it. 🙂 But you can then use the motion to Amend Something Previously Adopted to change a motion that continues in effect and needs to be changed.
