If that one person's vote could not have affected the outcome, there is no need for the vote to be redone. 

But a one-vote difference is not always the criteria.  Test the result if one Yes vote were subtracted, and if one No vote were subtracted. For example, if a vote fails by a vote of 14-15, subtracting one Yes vote, means the motion would still fail 13-15, while subtracting one No vote would create a 14-14 tie, and the motion would still fail, so one illegal vote could not affect the outcome in that case.

I agree with Mr. Novosielski, but would clarify or add that if a change of one vote could affect the outcome of any particular motion or election, then the outcome of that one motion or race should  be declared invalid and should be voted on again.  There is no need to vote again on those items that were decided by more than a one vote margin.
