In calling a special meeting, the call must include a specific description of the items of business to be taken up during the meeting, and no items other than those so described may be taken up.

I'm not sure that such a description rises to the level of being called an agenda, or needs to.  But it must be given.

If what you mean by “nothing is established” is that there is nothing regarding special meetings whatsoever, then special meetings cannot be called.

If you mean that special meetings are provided for but the rules are silent regarding the amount of notice required, that is unfortunate. RONR merely states that such notice must be sent a reasonable number of days in advance and suggests that each society should specify for itself the amount of notice required. In the absence of such a specification, I suppose the society will need to interpret what constitutes a reasonable number of days in advance for its purposes, until the bylaws can be amended to specify a certain number of days.
